Of course an efficient heat exchanger also affects the works of the entire system. At low speeds your car also need correctly functioning blower to pull the air through the radiator.
To make the coolant travel trough the system you need properly functioning water pump. It is also necessary to have just the right blend of water and antifreeze - that gives the necessary heat transfer and at the same times protects the system from the rust and oxidation which can damage your radiator. Controlling part of the system (the thermostat that regulates the temperature of your car's engine) has to be in perfect condition.
A great number of breakdowns are caused by the failure of cooling system.
